The Substantial Damage/Improvement Rule, states that a building must be elevated and brought into compliance if damaged by any cause(s) for which the repair costs are 50% or more of the value of the building, and the building is both in a SFHA and at a non compliant elevation or in some other way non compliant with current building code for new construction. [FEMA Region VII 04/21/97]
Basically what they are say when it comes to remodels is you are allowed to spend 50% of the value of your physical home (not the land) on the remodeling of your home. So if the value of your home comes in at $100,000 you are able to complete $50,000 in improvements on your home. Now keep in mind this is a very generalized explanation and you should always seek out professional advice when it comes to building permits and building codes. A licensed contractor is the best person to turn to for assistance.
